21. Bodo tribe trying to overthrow other tribes
As the aim of Bodo tribe in Assam to overthrow other tribes, a violation is taking place and being fight with Muslim dwellers. About 400,000 Muslim people are placed in a local relief centre. Government has taken care of them for food shelter and dispatched a medical team from the centre.
22. What about National Identity Card
Fiscal year 068/69 is almost finished from today. From the last year budget and programme Govt. has announced a programme to start the distribution of National Identity Card to the all citizens. Multiple personal information will be incorporated in the National Identity Card. May be card should be electronic reading. But from the initial year targeted program could not be started. Government is silent why it could not be initiated? What kind of constant occurred to start it? Legal problem, financial problem or technical, government had not informed to the people. People can identify more other programmes also has the same status. Let it inform the people about such programmes.
23. MCPM measurement.
Ministry of Local Development every year goes to operate the minimum condition and performance measures activity of every municipality and district development committee through the Local Body Fiscal Commission according to defined indicators. There are 13 indicators to measure minimum condition and 40 indicators to measure the performance of activity. In the fiscal year 67/68 On Kathmandu Metropolitan City had fulfilled only 10 minimum conditions among 13. So it has been failed in MCPM measurement.
24. Widened the road
On the process of widening the roads of Kathmandu city road network Saturday Kathmandu Valley development Authority has use dozers to dismantle the road from New Baneshowar Chok to Sankhamul Bridge. Compounds and huts are dismantling and house owners have given to dismantle the specified portion of houses within one month.
25. Payment of fake bills
This is the time of closing government account. Most of the government offices are busy to finish the allocated annual budget weather by doing specified work or activity or only making fake bills to show the expenditure capacity and more physical progress in the paper only. June/ July is the most vulnerable month to government offices regarding the production of fake bills and misuse of budget?
26. Flood in Japan
In Japan due to the heavy rain in more places including main southern island of Kyushu about 400000 people are affected and they are placed to other safe area. Japan Metrological agency has warned to be heavy rain and land and rock slide on residential areas.
27. Irrigation
This is rainy season in Nepal. Mansooni clatimateis the most important for farmers of Nepal. Normally from june to september m,ansooni rain activelyu exsists here. This year monsoon came from 1 week later. The mansooni clous starts from the arebian sea then it goes to Assam reflects from chherapunji hill and it goes upto himalayan range and rflects to the south of Himaalaya gives rain to Nepal. So mansoon comes from eastern part of Nepal. Where the irrigation facility is not avaible or no irrigation cannel those land depends upon moonsuni rain to cultivate the paddy in hill and mostly in Trai region. There is only a few lands where the irrigation cannel cultivates the land.
28. Politics in the sports
Sport is an important aspect of every country. Many developed countries allocate a huge amount of budget for the improvent of their sports quality. Some countries have their expertism in some specific sport like football in Brazil, criket in Australia, India, Srilanka, Pakista,, Bangladesh etc. Nepal is poor in every game. Football, criket, boxing, ushu like this type of games Nepal participates in most international sports forums. But worthful risult is rear. The main causes to be week in sports is identified political interferance in sports council of nepal. Which political pary goes to the power they treats to the council as their sister organization.
29. "Tribhuwan Gram Vikas Programme" 1st approach of rural development.
The concept of Local Governance was introduced in 1958 through the "Tribhuwan Gram Vikas Programme" which was an initial approach of rural development in Nepal. Initially it was started in urban and sub-urban areas. Before, its maturity the radical political change in 1961 discontinued the programme. In 1961 a new political system "Panchayat Era" was introduced and the country was divided into fourteen zones, 75 districts, Municipalities and VDCs at local level. But district panchayat, nagar panchayat and village panchayat has limited authority on tax collection, service delivery, development activities as well as judiciary right. They were dependent on limited central government grant for their institutional development as well as running small scale development activities. The decentralization Act 1984 had provided limited tax collection and judiciary authority to the local panchayat. It was plan to have a one door system of development under the umbrella of district panchayat.
30. Local Governance Act
After the first democratic revolution 1991, GON has amended the decentralization Act by erasing the word panchayat. The Local self Government Act 1999 and LSGR 2000- is the milestone in the decentralization and local governance phenomena of Nepal. The act (LSGA) and regulation (LSGR), has given a lot of tax collection, implementation of development activity, service delivery and peoples mobilization authorities to Local Bodies (DDCs, Municipalities, VDCs).
The GON and other donor agencies have provided the lot of grant to local bodies for their institutional development and carryout other demand based development activities.
Presently, due to the lack of elected local body's representatives, LBs are running with the advisory role of political party's representatives and it has encouraged to the misuse of resources at local bodies.
There are provisions for public audit, social audit, trimester and annual review meetings, income &expenditure publicize in trimester and annual. But the news of misuses of resources at local bodies is noticed from Medias and general publics. Some authorities of local bodies have been suspended and some are under investigation from Authority Abuse Investigation Commission (AAIC). So, Present mechanism of local bodies for development activities needs to be review regarding the provisions of transparency participation and mobilization of resources.
This study will seek to answer a range of issues, such as: how can the local bodies more effectively fight corruption at the local level and what are the incentives and rewards at the local and central level to fight corruption? A key issue this study will consider is the possible redefining of criteria around the Government of Nepal’s expenditures distribution systems. This action will have a positive and direct impact on the people of Nepal by increasing the efficiency of the funds used at the local levels.
